Pubs, Pints and People. 50 Years of the Invercargill Licensing Trust by Clive A. Lind. 'For 37 years, the people of Invercargill had been 'dry', unable to buy liquor through hotels or taverns. To buy beer, they had to get to the outskirts of town. To buy harder liquor, they had to order through outside merchants, and copies of sales slips were sent to the police. In 1943, sufficient numbers voted to turn the city "wet" again. But overwhelmingly they did not want a return to a series of drinking shops and shoddy accommodation, and that was what the law at the time was promising. In Europe and the Pacific, the Government was fighting a war. In Invercargill it found itself fighting an unexpected battle, one for which there was largely no precedent in the world. So began the "experiment" on 1 July 1944 when a community-elected organisation would control the sale of liquor for the good of the community, an experiment that would be hailed throughout the country for its foresight and community benefit. This is the story of the formation of the Invercargill Licensing Trust and its first 50 years of operation.
